HOW LOW can rates really?

  We are at a 30-yr+ low – with 30 year conforming rates.  Totally amazing.  And the Dow Jones Industrial Average spiked to a 13-month high (above 10,450).  Some pundits are saying that interest rates could even slip lower.  The best tact is to lock at your best rate, then re-negotiate the rate (even with a slight pricing hit) should the market drop lower than your locked rate.  Mortgage rates are absolutely TANTALIZING now.
