If you have a borrower “light” on cash reserves, as may be required by a lender, you may be able to count their expected IRS refund as an additional reserve, even if they haven’t yet received it.  Refunds for 2012 are usually taking about 3 weeks from the time of electronic filing – longer if the tax return was paper-filed.  An easy step to find out the status of the refund is to go to www.IRS.gov, and look for the button “Where’s my refund”, currently located on the upper right side of the home page.  Some lenders will accept the proof of refund as proof that the 2012 tax returns WERE filed, rather than having to wait for the 4506 transcripts to be returned, but this is case-by-case underwriter decision.
